Are Asian Societies Better Prepared for Pandemics?

In its report published on February 2021, The World Health Organization declared: "Much of the global community is not yet ready, in mindset and materially, to implement the measures that have been employed to contain COVID-19 in China". In this paper, I will question the idea that China and East Asian societies were more prepared for the current pandemic than the rest of the world, by examining the history of public health in the area.
